The idea here was that if you can suspend and support children in a virtual environment and create a virtual reality with high visual, audio and tactile fidelity, you could program infants to toddlers with strategic learning curriculum.

This was not MEANT to sound diabolical but certainly could be.

basically you grow super intelligent babies through strategic care environments, or a replacement for daycare.
