This service would match scientific and research specific parties together in efficient ways to share ideas.
Give them all the digital tools available and only charge for their output.
What would that cost?
Put scientists in my allosphere with the 3-d virtual sandbox application.
Give selected minds ability and encouragement to collaborate with ideas for specific outcomes.
what would that cost.

get familiar with scientists findings and works and present tools and training accordingly.
Have access to data to allow customization of charts and thoughts.?

would there be financial sense to spend $100,000k on the outcome of the collaborative session of scientists?
if you could be granted rights to the outcome, or free for all rights.
would there be incentive to who owns the rights to strategic intellectual output farms?

could you develop a bidding board that would raise funds to get these people together?
would countries bid on that?

everything takes place in a Faraday cage so signal cannot be recorded by external sources.
you would need internal power?
unless you don't do it openly, if scientists and public agree for privacy they can bid for it as well.

we will call it the scientist DJ.
this dj puts thinkers together with intent for thoughts to create a specific outcome, prove or disprove misconceptions.
settle on science and develop solutions.
How much time would be required.
1) allosphere with 3-d sandbox integration (this would be valuable, but is also very similar to allosphere although I don't know what it can do)
2) web site geared toward raising money to learn what these scientists could uncover by putting their thoughts together in a coordinated way depending on who was moderating the meeting.
